VIRGINIA · MARYLAND · UTAH
Legal carry starts with real instruction.
DMV CCW trains residents of Virginia and Maryland — plus Utah permit applicants nationwide — through state-compliant classroom instruction and live-fire qualification. One instructor team, three jurisdictions' worth of paperwork sorted out.
Bespoke Training Programs
Built around each state's exact requirements
Every jurisdiction sets its own hours, curriculum, and range standards. We run separate, purpose-built courses instead of a one-size-fits-all class — so you walk out with exactly what your application needs.
Beginner / Introduction to Firearms
No experience required. Covers gun safety fundamentals, handling, and basic marksmanship in a relaxed setting — the on-ramp before you commit to a full permit course.
No firearm needed to startVirginia Concealed Handgun Permit Course
In-person competency training accepted by Virginia circuit courts for resident and non-resident Concealed Handgun Permit applications.
5-yr permitMaryland Wear & Carry Course
16-hour initial Wear and Carry Permit course covering Maryland law, situational awareness, and firearms proficiency for MSP submission.
Renewal: 8-hr optionUtah Concealed Firearm Permit Course
BCI-certified firearms familiarity course for Utah's CFP — the most widely reciprocated permit in the country, open to non-residents.
Travels to 36+ statesPrivate & Range-Only Sessions
One-on-one coaching, family/small-group bookings, and standalone range qualification sessions for renewals across any covered state. Special discounts available for groups of 6 or more.
By appointmentRenewal & Refresher Courses
Shorter renewal-track classes for permit holders whose license is approaching expiration in Maryland, Virginia, or Utah.
Reduced hoursYou don't need to own a firearm to attend — we provide loaner firearms for classroom and range sessions, along with all eye and ear protection. Just bring a valid state-issued ID, wear closed-toe footwear, and avoid loose-necked shirts (hot brass can land inside a low collar) — beyond that, all you need to bring is yourself.
State-by-State
Permit requirements, at a glance
A plain-language summary of what each jurisdiction currently requires. Firearms law changes often — treat this as a starting point, not a substitute for the issuing agency's own guidance.
Virginia
- Resident applicants apply through the circuit court of their county or city; non-residents apply directly through the Virginia State Police.
- Competency training must be in-person with a certified instructor — online-only courses are not accepted.
- Virginia residents cannot use an out-of-state permit to carry in Virginia; a Virginia CHP is required if you live here.
- Not sure whether Virginia has a duty to inform law enforcement you're carrying? Review the current rule before you carry.
- Want the full walkthrough? Read our step-by-step guide to getting a Virginia CHP.
Virginia moved away from automatically recognizing every state's permit. The State Police now maintain an audited list of "qualified" states whose training standards are found substantially similar to Virginia's. Check the current list with VSP before relying on an out-of-state permit here.

Maryland
- The Handgun Qualification License (HQL) needed to purchase a handgun is separate from the Wear & Carry Permit needed to carry one — but you can apply for an HQL at no extra cost after your permit is issued.
- Applicants must pass a background check, Livescan fingerprinting, and demonstrate live-fire proficiency (70% minimum) during training.
- The Maryland Gun Safety Act of 2023 created an extensive list of "sensitive places" off-limits even to permit holders; several restrictions remain in active litigation, so know the current list before you carry.
- Not sure whether Maryland has a duty to inform law enforcement you're carrying? Review the current rule before you carry.
- Want the full walkthrough? Read our step-by-step guide to getting a Maryland Wear & Carry Permit.
Maryland does not recognize a wear-and-carry permit or CCW issued by any other state. If you live in or are carrying in Maryland, you need Maryland's own permit.

Utah
- Utah has permitless ("constitutional") carry for eligible adults 21 and older — the optional CFP exists mainly for reciprocity, school-grounds carry, and a federal background-check exemption at licensed dealers.
- Non-residents may apply for a Utah CFP without ever living in the state, making it one of the most popular "travel permits" in the country.
- Renewal requires watching a state-produced firearms safety and suicide-prevention video — no live-fire retest needed if renewed on time.
- Free fingerprint cards are provided to students enrolled in our Utah CFP course.
- Your instructor must stamp Section 3 of the application (official source) before it's submitted — BCI won't accept it without that stamp.
- Not sure whether Utah has a duty to inform law enforcement you're carrying? Review the current rule before you carry.
- Want the full walkthrough? Read our step-by-step guide to getting a Utah CFP.
Utah's CFP is one of the most widely recognized carry permits nationwide. Some states honor Utah resident permits only, or non-resident only — always check the specific state before you travel.
Traveling With Your Permit
Reciprocity isn't one map — it's four different answers
Virginia now audits which out-of-state permits it accepts. Maryland issues a permit that works only within its own borders. Utah's permit is built for travel. Know which situation you're in before you cross a state line.
As of July 1, 2026, Virginia recognizes permits only from states it has found "substantially similar." Verify current status before relying on an out-of-state permit.
Maryland recognizes no other state's carry permit. Your Maryland WCP is valid in Maryland only.
Utah's CFP is accepted in 36+ states as of 2026 — the standard choice for permit holders who travel frequently.

What Students Say
Real feedback from real students
"I had a great experience here learning from Michael. I recommend him for anyone looking for a patient and professional instructor."
"Great class. The instructor (Michael) stayed calm and comfortable during training, which made me feel much more comfortable with the material. It is a serious matter, but that doesn't mean you should be stressed about it, and that's very much the vibe of the class."
"He clearly has a lot of knowledge about firearm technique, storage, and the legality of using them which can be nerve-wracking topics and he navigated those with the seriousness they deserve without making the class depressing or scary. I had a great time and feel way more confident and informed now."

The permit and reciprocity information on this page reflects these laws as currently known at the time of publishing, and is a general summary intended for training-scheduling purposes — it is not guaranteed to be current. State laws, agencies, and reciprocity agreements change without notice, and have changed recently: Virginia's reciprocity rules, for example, changed on July 1, 2026.
